Having paused feed updates the feed is still being updated when TB starts.

The expected behaviour would be that such feed not being updated at any given point/time.

If the account itself is not paused, and you have checked "Check for new articles at startup", that overrides individual feeds being paused. If you don't have it checked, please provide logs from error console.

"Check for new articles at startup" is checked indeed. 

But what is the logic/purpose of pausing individual feeds in the first place if being negated by "Check for new articles at startup"?

From my perpective pausing individual feeds I want those feeds being paused indeed at any point/time and not being negated at startup, if that makes sense.
Check for new articles at startup is a legacy thing which I should have removed. About a minute after startup, all feeds are now checked to see if their update frequency has expired and pause state.  So check at startup is pretty useless; just uncheck it.

However, right clicking on the account and then from the pop-up clicking "Get Messages" also negates paused updates.

I beg your pardon but that paused updates are negated again does not makes sense either.
Been using other feed readers and none is behaving in such way with paused updates. I mean when I deliberately decide to pause updates I would not want that to be negated from other angles.
