Steps to reproduce:
1. Install Firefox 62.0b12
2. Turn off disk cache
3. Open enough large tabs to run out of memory
Actual results:
Firefox will crash every time.
Expected results:
Inform the user that they are running out of memory. Instead of crashing, reduce the memory used by inactive tabs.

Hi!
I tried on Windows 10, Nightly 63.0a1 (2018-08-02), Firefox 62.0b13 and Firefox 61.0.1 and cannot reproduce this issue even if I disable disk cache on all of my disks.

I retested on Windows 7 x86 also, and I cannot reproduce there any crash. Firefox becomes slower indeed, because the physical memory gets almost full, but only in case I open and play lots of youtube videos in different tabs simultaneously. That also happens when I don't have the disk cache disabled.
