Steps to reproduce:
1. Go to youtube, play a video in fullscreen.
2. Open the task manager and tap the app to return.
* On Nightly, close the PIP and tap the app from the task manager.

Expected result:
When you return to the browser it should rotate to portrait mode.

Actual result:
When the app goes to background, youtube stops the video, but when you return to the browser it's still in landscape mode.

Note:
Can't reproduce on other OS's, like:
Google Pixel (Android P Beta)
Nokia 6 (Android 7.1.1)
OnePlus 2(Android 6.0.1)
