If you click on "Themes" tab on the left in the Add-ons Manager and then search in the search box on the top right, it does a generic search on AMO which does not include themes at all.
This seems a bit confusing, I think it would make more sense if that search box searched for Themes. That is essentially a matter of adding "&cat=themes" to the search URL to make something like "https://addons.mozilla.org/en-US/firefox/search/?q=searchterms&cat=themes".

This is an intentional way that the Toolkit Add-on Manager works, and it's OK for Firefox because the new AMO UI has a unified search. Unfortunately we do not, but I'm not sure if this is easy to fix in TB or if we should pursue a server side fix for it, honestly.
This is not a high priority.

Even though this bug has the much better description, I did not see it and fixed this in Bug 1576772. So this is a dupe now.
