Blocking on Bug 1480743 because I would like us to decide what to do with common.css styles before piling on more UI code.

This first bug will be about landing a static connect page, only listing USB and Wifi sections. Follow ups: - allow to list/add/remove network locations - enable/disable wifi debugging from connect page - enable/disable USB debugging from connect page - create toggle widget for USB/WiFi toggling
