We recently upgraded the vendored `run-tests.py` test harness from core Mercurial version 4.7. In doing so, it seems we broke the `--all-hg-versions` flag. Attempts to run each version fail with "error: unrecognized arguments" and then specify all the tests we attempted to run. I've attached some example output to the bug.
