Details

In user testing for FxR, a top complaint was that scroll bars were not drag able. It would be useful to have a setting that enabled desktop style scrollbars in GeckoView.

Andre says: "This is a nice to have for 1.1 - if it's easy, we should do it. But we have a lot of higher priority work that's about to come down the pipe in the <month of dev time we have, so should be cautious."

More generally speaking (no idea about the particular requirements of FxR), what about draggable scroll thumbs like in other Android apps? Those would fade out again like our current scroll bars do when the page is not being scrolled.
Randall says FxR 1.1 might want this but they haven't spec'd the UX for draggable scroll bars.
64=wontfix because FxR 1.1 is using GV 65 and this issue doesn't block Focus 8.0 from using GV 64.
