We're moving some code from mozilla-central to NSS (see bug 1479787). To preserve history of the files they are copied over with hg convert and thus introduce a new root. To push the new root we have to add it to allowedroots in nss and nss-try.

I'm not entirely sure how the allowedroots config works. The changeset of the new root has node id b67a4d8cf24cc0e8378582fa1f12560c0e614936.

There is a global hook on all non-user repos that limits pushes to
repos introducing a new root changeset. Any repos wishing to pushing
a new root must have that new root annotated in the config.

This commit annotates that root in the NSS repo.

This is being deployed now. Should complete in next 10 minutes. After that, it will be possible to push the root b67a4d8cf24cc0e8378582fa1f12560c0e614936 to the NSS repo.
