Using the https://publicsuffix.org/ only domain-like strings should lead to requests and non-domains strings should default to searches.

No, because you can set your own TLD: for your private network, for you web developments...
If you add something like this to your system hosts file:

127.0.0.1       www.website-in-development.localhost
127.0.0.1       my.own.superdomainnamewithaweirdTLD

...the browser should be able to access these URLs, even if their TLD aren't in the list found at publicsuffix.org
