Details 
When using the modern theme and having "Hide tab bar when only one tab is open" 
unchecked, the initial tab does not have the same amount of space above it as 
it does when you open a second tab.  This cause the whole page to move down a 
few pixels when the second tab is opened. I've attached a GIF to illustrate.  
Tested with Moz RC3 on Windows XP.

Thanks.  I'm damn sure I searched for "modern tabs" under themes, wonder why it 
didn't come up?  Oh well.
