Details

We are writing metrics about requests to statsum, but it would be nice to see some specific requests in the logs. Let's do the following (and possibly more, comment below!): 1. Allow setting a duration threshold where any requests taking longer than that get LOUDLY logged. 2. Allow setting a % of requests that will get logged no matter what. 3. ???
