I've noticed recently that we have quite a few files with shadowed names. Some examples include `test-permissions.t`, `test-hgweb.t`, etc. This poses a problem both with using test exclude files and with determining which test actually failed so you can debug. I'm going to audit for test files with non-unique names in version-control-tools and rename any files so their names are unique.

This commit makes every test in version-control-tools have a unique name. It also updates `test-obsolescence.t` to it's new name in the `exclude_reviewboard.txt` list.
