Make SIMPLE_PROGRAMS additionally look for manifest in source directory and embed it if present

Right now we only get implicit manifest embedding if the manifest file is in the obj directory. Much like PROGRAMS, I'd like to be able to embed manifests directly from the source directory, when available.
