1482149 - raptor needs the ability to set preferences from configs

for the new wasm-misc benchmark, we will want to toggle some prefs and run the test multiple times on the same revision to measure different modes.

ideally I could configure this on the commandline in the taskcluster config and it would just run the same test with extra prefs set.  If that is not ideal, then taskcluster would reference a new test definition in raptor and that test definition would have different prefs defined in the .ini file.

We might need the latter option due to posting to perfherder.
