[Steps to reproduce]:
1.Set the OS language system to Chinese(Simplified or Traditional)
2.Launch FF.
3.Go to http://www.xinhuanet.com/politics/2018-08/07/c_1123235538.htm
4.Enter Reader View.

[Expected result]:
-While in Reader View, the Narrator option should also be displayed and the content should be read in Chinese.

[Actual result]:
-While in Reader View the Narrator option is not displayed at all.

[Regression range]:
-Attempted to pull a regression range, but ended up in 2015-02 (38.0a1) where the feature is no longer present. Thus , this is not a regression

[Additional notes]:
-This seems to be related to the 18.04 operating system, seeing as how this issue is not present on Ubuntu 16.04 in the same builds.
