**** observed with 2002-05-30-1.0.0 build ***
Steps to reproduce:
- subscribe to this news server : news.deinter.net;
- among the newsservers you'll see one that starts with a garbled char, this
char is a eurosign that can not be displayed in Mozilla;
- publishing or replying to this newsgroup is not doable on windows, but
possible on MacOSX ( except the display problem that is present in Mac as well).

There is a proposal using UTF-8, but as far as standard's concerned, No.
