Steps to reproduce:
Using Firefox on OS X or macOS, open any website with a standard hyperlink on it and hover over the link. The cursor changes to the ‘pointer’ form (hand).
While hovering over the link, a notification pops up from the OS X/macOS Notification Center (received e-mail, calendar reminder, etc.).
Actual results:
As soon as the Notification Center notification pops up, the cursor returns to its ‘auto’ state (arrow), despite being still positioned over a hyperlink. In order to get it back to the ‘pointer’ state, you have to mouseout from the hyperlink and then mouseover again.
Expected results:
The cursor should remain in its ‘pointer’ state at all times while hovering over a hyperlink, regardless of notifications from the OS.

I've just tried this on Safari whilst receiving a notification. Exactly the same thing happens.
Therefore I believe this is a Mac OS X bug, and it should be raised with Apple directly.
