Steps to reproduce:

I want to run an executable without needing to save it to my downloads folder, open the downloads folder (or last downloads) click on it, wait for termination (or finish setup) and delete the file and clean it from recycle bin.



Expected results:

Allow me to run a file. This should save it to temp directory.

Even Edge is able to do this.
The lack of Run option is an intentional security limitation. See bug 270736, comment 2 and its duplicates, and the defunct bug 234289.

As explained to you in bug 1419258, comment 1, some improvements are planned to make launching executables a bit easier. Notably, bug 1306341 plans the removal of the download confirmation prompt.
