Over the past few days there has been a single-locale android bustage which prevented pushapk from running (prevents publishing the shipping build to the play store).

This shouldn't happen as we consider single locale android tier2!

https://tools.taskcluster.net/groups/MtaVnh4aTkST8suakpNohg/tasks/FhbhdGX2T829mw4zJe-MSw/ was the related push apk task which depends on a single locales copy of beetmover checksums...

Let's get rid of this dependency.

This behavior was implemented in bug 1430834 when push-apk-breakpoint was still a thing (was deleted in 1432817). We don't need to safeguard against this anymore as pushapk is now in a different graph (the "ship" one which is triggered by human when the whole release looks all good).

I think the fix should be simple enough (if not a one-liner). I'll handle it.
