[Steps to reproduce]:
1. Launch firefox;
2. Open devTools - inspector tab;
3. Move the mouse inside the devTools section;
4. zoom out to max (CTRL- / CMD-)
5. Hover over the Rules, Layout, Animation, Font header titles.

[Expected result]:
- tool-tips are properly displayed;

[Actual result]:
- an extra row is displayed bellow the text(probably) in the tool-tip making the tool-tip double in height;

[Regression range]:
- not a regression, behavior introduced when tool-tips where added

This sounds like a platform issue (Windows only), reassigning.
