User should be notify if any attempt to save the same keyword for a bookmark, that was already saved for a search engine

[Affected platforms]:
- Windows 10 x64
- Ubuntu 16.04 x64
- macOS 10.13

[Steps to reproduce]:
1. Go to about:preferences#search 
2. Save any desire keyword for one of the search engine
2. Bookmark any website 
3. Go to Library and save the same keyword used at step 2 for the bookmarked website
4. Open a New tab, input the keyword inside the url bar and observe the results

[Expected result]:
- The user should not be allowed to use the same keyword twice, a warning message should notify him about it. 

[Actual result]:
- "Search with [search engine]" is displayed, the bookmarked website can't be found on the search suggestions, this could be confusing for the user if he forget about the keyword saved previously for that particularly search engine. 

[Regression range]: 
- This is not a regression, on older builds I encountered other issues that are fixed now, related to this components. 

[Additional Notes]:
- If the user used previously the keyword for a bookmark page, then attempts to use the same keyword for a search engine a “Duplicate Keyword” popup message is displayed.
They should actually be the same feature, it's technical debt we are currently unable to pay. once keywords and aliases are the same thing, this bug doesn't exist
