Details

When you make a new tab with a URL (say, by middle-clicking a link), you can't switch tabs using keyboard shortcuts until that tab has started loading its URL.
hum.. I can move to that tab, which is loading, but I can't go away from it - even after it got loaded I can't go away from there before I click into the window (with the mouse).

Kai: it sounds like you are seeing bug 140140... before bug 140140, I was able to switch tabs while a tab was loading.
