Would suggest that a better toolbar arrangement is:

[ Send Save Stop | Address Attach Quote Spelling ]

This way, all the composition items are grouped together at the right, while the
send/save items are grouped at the left.
cc: jglick and german since this is a UI suggestion
If you look at a use case senario, where the user is composing a message, they
will use the compose buttons first (so they need to be grouped together), and
then they will Send/Save the message (so these should be grouped together).
The Stop button should be near the Send button since they may want to stop the
message being sent.

I reassign the bug to german as UI team need to take a decision here. Please
reassign the bug to me for new implementation if you change the spec.

This is a mail composing related UI. so reassing it to jglick and for later
milestone, cc phil. At this stage, it has nothing to do with german's work since
it is not a global issue or browser related.
I think we're going to have to reconsider all of the toolbar buttons in light of
the new UI design. In some sense, the new UI groups items by priority as much as
by function.

Would like to leave the order/grouping of buttons as described in the spec and
agreed upon at the issues meeting.  But as Phil mentions, this may need to be
modified as the UI is modified.

This order was choosen based on frequency of use, functionality, and consistency
with other Mail Toolbars as well as 4.x Mail.
