User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:52.0) Gecko/20100101 Firefox/52.0 SeaMonkey/2.49.4 Build ID: 20180713174829 Steps to reproduce: I disable the option the "Preferences" -> "Browser" -> "Tabbed Browsing" -> "Open in a new tab in stead of a stand-alone window" -> "Add-ins Manager". I press Ctrl+Shift+A and select the category "Get Add-ons" Actual results: I get a message that ends with: "When you're connected to the internet, this pane will feature some of the best and most popular add-ons for you to try out". But I am connected to the internet! Expected results: I should get the same content as I do if I open the Add-ons manager in the browser window, either by enabling the option the "Preferences" -> "Browser" -> "Tabbed Browsing" -> "Open in a new tab in stead of a stand-alone window" -> "Add-ins Manager" or by entering about:addons in the location bar.

Seems to work in 2.53 and 2.57 so it might just need a port of bug 1475799
