Viewed messages should be able to be:

Ordered based on labels.  The order would be based on the message's current
numeric labels/keybindings, 1 = Important ... 5 = Later.  (Although a
non-priority based, custom defined, labeling system would be more versatile.)  A
user could then select to order forward/reverse and have the more important
labeled messages show first.

View based on labels.  In View -> Messages, currently you can only select by
all, read, watched, and threads.  A way to select which labels to view is
needed.  This would allow one to filter to show only the important/labeled
messages in a folder.

Sorry, ignore that first part, order by labels.  I wasn't thinking clearly.  You
can already order by label, just not filter the view by them.

Seems to be by design and not a bug. Changing severity.

As i understand this bug, reporter wish to filter out any/all possible labels on
the fly via the View menu. In other words a request for 5 more menuitems.
Recommend wontfix.

I submitted Bug# 148461 to replace this one.  This one is admittedly poorly
written.  The new bug includes the relevant part I was attempting to describe in
the second part plus a more general description of the enhancement and a
possible UI solution.  

BTW - You wouldn't need multiple menu entries.
