[Steps to reproduce]:
Precondition1: Set the pref dom.payments.request.enabled to "true";
Precondition2: Set the pref dom.payments.loglevel to “Debug” to increase the verbosity of console messages;
Precondition3: Cards data should NOT be saved on your current profile.
1. Launch Firefox and go to "https://rsolomakhin.github.io/pr/single/" and click on "Buy" button.
2. Fill all the required fields with correct information, but select US (the second selection from the drop-down) as the country.
3. Change the country to Canada (third selection from the drop-down).
[Expected result]:
- The "Add" button is grayed out.
[Actual result]:
- The "Add" button is NOT grayed out.
Furthermore:
4. Select the Canada option (third selection from the drop-down); the Zip Code will be invalid.
5. Select the US option (second selection); all the fields should be valid.
[Expected result]:
- The "Add" button is clickable.
[Actual result]:
- The "Add" button is grayed out.

I have verified this fix on the 3 main OSes (Windows 10, Ubuntu 18 and Mac OS X 10.12.6) with Nightly v63.0a1 (2018-09-02).
