Dataproc is a managed Hadoop/Spark service on GCP. It would be nice to host the code for jobs related to BigQuery and BigTable within our managed job repositories. An airflow operator that is compatible with the `tbv_envvar` and `mozetl_envvar` convention would let us schedule new jobs that adhere to the current airflow style.
