I'm not sure if our current implementation of INSTALL_ADDON_FROM_URL opens a permissions box or not; we should make sure we either override the permissions box and replace it with another state in our UI, or preferably, just show the permissions box in the same location. Also, if we want to instrument this, we will need to figure out how to get our telemetry code to measure clicks on this different UI.
This probably just involves some parameters being passed along so it opens in the right location
