1485184 - Update the rust nightly toolchain task

We're recommending people `rustup install nightly` in order to build with tup, so we'll want to keep this as up to date as possible to have some indicator if changes are introduced to rustc or cargo that prove problematic.

We'll want a periodic task for this at some point, but right now I'd just like to bump the version so we don't get too far behind.
