1485200 - Change "Machine-only" hardcoded string in about:policies to a translatable string

Right now the machine-only icon in the Documentation tab has a hard-coded string that just says "Machine-only", but that is an internal term that users won't understand.

We should change that to a translatable string that says something along the lines of "This policy requires administrator access to be used".

Bram, can you help craft a good explanation here?

When the user has a custom set of policies installed, we show this string under Preferences:

> Your organization has disabled the ability to change some preferences.

Is it correct if the “Machine-only” string is changed to something that relates to the organization?

Something along this line:

> This policy requires your organization’s permission to be used.

How about:

On Windows, this policy can only be set at the computer level.
or
On Windows, this policy can only be set at the machine level.

When using GPO, this policy can only be set at the computer level.

And make the text Windows only.
