I'm not sure exactly what the direct cause is, but occasionally the installer (both stub and standalone) will pop behind the foreground window when downloaded and installed with Edge. (It is possible that this only occurs in VMs?) I think we can fix this by providing an invisible window for the 7-Zip stub, giving that as the parent window for the progress dialog seems to work. I think this is related to the same "foreground app" heuristics we dealt with in bug 1451366.
I've verified that this does happen in a normal Windows 10 rs5 install, build 17744, with 61.0.2 and Nightly stub installer; the UAC prompt is iconified and blinking.

I've come to suspect that this might just be a side effect of RDP access + Edge + launching a program, as I've seen this only in Hyper-V VMs. It occurs when downloading Microsoft's own programs as well (e.g. the Visual Studio redistributable installer). The trick of adding an window for 7-Zip turned out to not work reliably, might have just been luck initially. I don't think there's any fix for this on our end.
