This is just bug 1485765, but for NSS's embedded sqlite.  This change is not necessary for correctness, but would increase performance slightly.

Alternatively, as bug 1485765 comment 1 suggests, we can pass -DSQLITE_BYTEORDER=1234 for AArch64 Windows.
