The scroll wheel does not function on the side scroll bar
(vertical) as expected.  I did not believe it actually functioned
until recently when I noticed fiddling with it that it was working
in a drop down selection box.  It does autofocus on the drop down
also.

The mouse is a DEXXA optical mouse and works in all other applications
under windows 2000.

Reproducible: Always
Steps to Reproduce:
1.load a page where the text is longer than the current window height
2.use the scroll wheel in a normal fashion

Actual Results:  nothing scrolls

Expected Results:  the main browsing window should scroll

This is also consistent with attempts to scroll the navigation bar 
drop down and most other normally scrollable secitions of the browser.
