[Steps to reproduce]:
1. Launch firefox.
2. Go to about:preferences#home .
3. In the "Find in preferences" search bar type "Firefox Home".
4. From "Homepage and new windows" dropdown choose "Custom URLs..."

[Expected result]:
- The tooltip is displayed above the "Homepage and new windows" dropdown menu.

[Actual result]:
- The tooltip is displayed above the "Use content pages" button.

[Regression range]:
- It doesn't seem to be a recent regression; I was able to reproduce it on 61.0.2 as well. I will investigate further in case on an old regression an provide more info.

It seems that this issue is not a regression since I was able to reproduce this bug on Nightly (2018-03-20) when this feature (bug 1417155) was first implemented.

It's been a while since this bug was filed, and it may be obvious as such, but I want to be clear here that fixing this bug is low on our priority list and is unlikely to get attention anytime soon.
