User Agent: Build ID: 20180817111834 Steps to reproduce: 1. Open a new tab in Nightly 63.0a1 (2018-08-24) 2. Look at Top Sites 3. (Optionally) Click on 3 dots -> Add Search Engine Actual results: The visible Top Sites have one locale-based (according to https://blog.nightly.mozilla.org/2018/08/23/these-weeks-in-firefox-issue-43/) search engine recommendation, the add option has all predefined search engines. Expected results: User should be able to see custom search engines added from AMO or through search bar option, if not in visible Top Sites then at least in the adding section.
