I'm going to reduce it to 4k, if there's no objection.
Well, the title is backwards actually. We aren't doing *enough* reflows.

I'd set at it 8K to keep the thread context switching reasonable and lets live
with that for awhile, ok?

are there some test cases that can help to determine if
we are still on course with this fix?

top 100?  browser buster?  other individual page that
lie on both sides of the boundry?
This is only one part of the fix. We need peter linss to do the work in the html
content sink so that more incremental reflows are done...
