"New Folder" menu item on Personal Toolbar's popup menu doesn't work

Details

When I right click on the Personal Toolbar, a menu item comes up saying

Open In New Window
---
New Folder
---
Cut
Copy
Paste

etc.

When I click on the New Folder menu item, nothing happens.
spawns only an error msg in JS console:

Error: this.getBestItem is not a function
