We've re-used the term "project", sorry. We have an idea of a "project" in TC that basically grants access to a bunch of namespaces named after that project, via https://tools.taskcluster.net/auth/roles/project-admin%3A* These are currently hand-configured. Especially once the taskcluster instance is gecko-dedicated, we should probably manage these using ci-admin. Note that there are roles like https://tools.taskcluster.net/auth/roles/project%3Aactivity-stream%3Agrants%2Fgithub-repos which grant additional scopes to project admins.
