I've had all third party cookies blocked for a while. I recently upgraded to Nightly 63 (from Dev edition) and opened the new content blocking screen. The content blocking screen indicates I have no cookie blocking enabled (see attached). However, I'm still blocking all third party cookies (see next attached).

Yeah, this seems fixed to me, either way we're switching the design in bug 1501992 and don't have to consider this scenario anymore.
