Expected results:

had the same messages using ebay but it was when i tried to read the descriptions of an item 
the problem started about the release on 2018-08-13 64 Bit so restored to 2018-08-12 stayed using the early release checking to see if problem resolved
with a release early this week 2018-08-27 it now let me put the ebay in as an exception
when i tried to login to my paypal account got the same message then restored to 2018-08-12 and i can login
