UX requested adding a 1/3second delay so that the context menu button doesn't appear when moving cursor over links (until you stop at one).

I have verified that this issue is no longer reproducible on Windows 10 x64, Arch Linux and Mac 10.13.3 with the latest "Firefox Nightly" (63.0a1 - Build ID 20180903220141) installed. Now the context menu button is displayed after a short delay (~1 second).
