For weeks (months?) I've been noticing that some links don't get a dotted border
when they're clicked. This seems to be dependent on what other styles are being
applied, and/or the parent elements of the link.
* On <http://news.bbc.co.uk/>:
- most links get the dotted border when clicked
- the large headlines in the middle column do not
- the headings under/besides the puff graphics in the right column do not.
* On <http://www.msn.com/>:
- most links get the dotted border when clicked
- the `Help' link at the top right does, but the date link immediately
below it does not
- the `MSN Home | My MSN | Hotmail | Search | Shopping | Money | People &
Chat' links do not.
Now to make a minimized testcase, what fun ...

So that's all it was. If any element is inside the A element, that part of the
link won't get a border when clicked. Usually when that happens, of course, the
inner element is enclosing the entire link.
