We currently run the repository unification command using a background daemon that sleeps for a given interval (30 seconds). This poses a few problems, mainly 1) we spend a lot of CPU time and resources running repo unification when there have been no changes and 2) it can take 30 seconds or more for a commit to show up in the unified repo.

We already have infrastructure in place to create messages and notifications for repo events (see the pulse and sns notifiers). We should leverage those tools to trigger the unification command instead of running a daemon.
