I have never experienced before.
This is a recent regression.

Steps To Reproduce
1. Open about:preferences
2. Resize the browser width appropriately (maybe depended with font/zoom/monitor size)
3. Move mouse

Actual Results:
blinks whole page.
and turn white if mouse do not move


Expected Results:
not blink
