148998 - Form file upload locks uploaded file forever

If a file is uploaded with a form (<input type=file> etc), the file is
write-locked until the window or tab that made the upload gets closed (which is
forever, since I never leave Mozilla :).

How to reproduce (this is just an example, happens on any site):

1. Create a HTML file.
2. Go to http://validator.w3.org/file-upload.html
3. Upload HTML file from 1. from your harddisk to the validator (fill out
<input> and submit form).
4. Try to write to the file on your harddisk used for uploading.

Step 4 will fail until the tab (or window) is closed. You can even move on to
totally different sites in that tab; the file stays write-locked.
