For the redesigned address bar architecture, we need to either implement a new telemetry module, or re-use the code in BrowserUsageTelemetry.jsm.

Histograms affected are in the user story.

It currently looks like re-use is the better option.

Telemetry tracking now handled by bug 1515079, and this is being broken down differently.
