It looks like the 52 -> 60 upgrade for Thunderbird introduced a large performance regression with respect to scrolling message folders. Interestingly, it seems to grow with respect to the number of messages displayed at a time, not the total number of messages in the folder.
We have many users on 60 and AFAIK we don't have something like thisreported. On which OS? And does it happen in safe mode? https://support.mozilla.org/en-US/kb/safe-mode-thunderbird

So if you increase the size of the message list the speed changes noticeably? How small does the size (number of messages) need to be for there to be no noticeable lag?
If there's more than about 30 messages, there's lag.
You don't have cardbook addon (Bug 1386142) / it still happens in safe mode. So this sounds like bug 1484656
