When the options (about:preferences#general) -> "Files and Applications" -> "downloads" is set to "Always ask ..." - Firefox 62 ESR saves files without prompting to the "Downloads" folder, rather than asking where to save a file.

Works correctly for me on Firefox ESR. There is not enough information to take an action here.
