This is bizarre. In the reference case, the ascenders are cropped on some "h" characters (both h's in "here is red text with red decoration lines"), so they render like "n" instead.

Given that this is Win7, I'm suspicious that this is related to bug 1392106. But I'm not duping it at this point, since the whole letter isn't missing here.

FWIW, this ^^ is precisely what the failure looks like in comment 4, as well -- though now the ascenders are missing in the testcase, rather than in the reference case.

So it seems like these ascenders can just be randomly missing sometimes. (I'm still suspicious that this is a verison of bug 1392106.)
I got this on a Try push as well:

Both h:s are completely missing.

Completely-missing characters sounds very much like bug 1392106, BTW.
