With the optout ping we gained a canary client ID that should only be set when Telemetry upload is enabled.
Pings with this client ID will be archived, but should never be send.

TelemetrySend could check the payload and refuse to send if they contain the canary client ID.
This requires some discussion with the team first, setting this to 1 point for now.
This is not urgent for the next iteration.

Apparently canary IDs are also used in some testing/QA, so we will not block sending it.
